2025 Anti-Social and Nuisance Behaviour PSPO (Bolsover & Hillstown)

This will be enforced by Council officers, Police Officers and PCSO’s.

Empty Property Strategy
At a time when there is a national shortage of housing and local authorities are being encouraged and incentivised to provide new homes, the reduction of empty properties has never been more of a priority. Bringing empty properties back into use can contribute to address this shortage. Empty properties are a wasted resource. They are often associated with negative factors, including crime and anti-social behaviour, as well as having a negative impact on the local community. This Strategy will contribute to the Council Plan to continue to make our District a great place to live and work and to provide quality homes for our residents.

Public Spaces Protection Orders (PSPOs) are intended to deal with nuisance or problems in an area that cause harm to the quality of life of the local community. The power to make a Public Spaces Protection Order was given to District Councils by the Anti-Social Behaviour, Crime and Policing Act 2014. Before making an order, the council must consult with the local chief officer of police, and the local policing body, community representatives and the owner or occupier of land within the restricted area. The Council must also notify the County Council and Parish (Town) Council of the proposed order.

PSPO Consultation 2024: Bolsover & Hillstown

Bolsover District Council is looking to implement a Public Spaces Protection Order (PSPO) for the Bolsover & Hillstown area following an increase in Anti-social and nuisance behaviour. We are therefore consulting all community representatives/interested parties and welcome any comments and feedback.
A PSPO is a tool and power given to Bolsover District Council under the Anti-Social Behaviour, Crime and Policing Act 2014 and puts conditions in place to deal with persistent and unreasonable conduct by individuals or groups in a public place which is causing harassment, alarm and distress or having a detrimental effect on the local community. This will be enforced by Council officers, Police Officers and PCSO’s. The intention will be to run the PSPO will run for three years,

The Council has a legal duty to regularly review and assess local air quality against national targets. Where levels of pollution are above those targets the Council must declare an Air Quality Management Area (AQMA) and produce an Action Plan setting out the action that will be taken to reduce the pollution to acceptable levels.
